While there's no simple definition the Oxford English Dictionary defines it as
'a popular name for any structure considered to have shown folly in the builder'.

The real joy with a folly is that you can do whatever you want. No-one can say it's wrong because it doesn't need a purpose. It's a rule-free zone.
